Applying for Your Driver’s License: EU License Exchange For Driver’s Licenses issued by an EEA member state (E.U + Norway, Island, Liechtenstein), there are two options available: registration or exchange of an EEA license. Although registration is generally not required for EU issued licenses, it will minimize administrative formalities in case your license is stolen or lost. It may make sense to exchange it for a Luxembourgish license if your EU license is dueto expire within the one year of your move. Applying for Your Driver’s License: Non-EEA License Exchange + Driver’s License issued by a non-EU member state must beexchanged within one year of taking residency in Luxembourg. + Regardless of the application date, your license will not be exchanged until you have been registered in Luxembourg for a minimum of 6 months (185 days). + You may drive with a valid non-EU driver’s license for up toone year as of your official arrival in Luxembourg (the date when you declared your arrival in the commune of residence). + You cannot keep the original driver’s license after the exchange. It will be sent back to closest embassy of the issuing country by the SNCA, and at the time you permanently leave Luxembourg, you can request it back. + When driving outside of Europe, please enquire in advance of your trip, ifyour host country requires an IDP (International Driving Permit) in addition to the Luxembourgish license. + Please note: Special conditions apply for American, Canadian, Chinese, Japanese and Australian citizens. If you are leaving Luxembourg (EU) for your country of origin for 1 month or more, you can request your original driving license back from the SNCA, while your Luxembourgish license will be kept until your return. If you are leaving Luxembourg permanently, you will receive your original driving license back directly from the SNCA (not an embassy).

Gathering Your Documents The following documents must be sent by Post to:

+ The application form filled in and signed in black ink(Demande en obtention d'un permis de conduire) + Recent ID photograph 45 x 35 mm + Medical certificate, not more than three months old, issued by a doctor (GP) established in Luxembourg.
+ Criminal record(s) (Extrait de casier judiciaire)Details below. + Photocopy of both sides of the current Driver’s License + Photocopy of the passport bio page or ID + Tax stamp (Timbre de Chancellerie) in value of €30.Details below.
Getting Your License You will receive the letter from SNCA (Société Nationale de Circulation Automobile) that your license is available for retrieval. You will be required to bring your passport or ID, the current license, and the letter. Taking the Written Driving Test It is not mandatory to take a written driving test to have the non-EU Driver’s License exchanged, provided the process is initiated and accomplished within the first year of residency in Luxembourg. Taking the On-Road Driving Skills Test It is not mandatory to take the on-road driving skills test to have the non-EU Driver’s License exchanged, provided the process is initiated and accomplished within the first year of residency in Luxembourg. Failing to do so will require taking the on- road driving skills test as well as the minimum hours of practice with the driving instructor. Estimated costs vary between 500 and 1500 euros perperson.

This costs approx. €120 p.P. o You may request a new certificate from your nearest embassyor consulate, but not every country obliges. You Earned Your Driver’s License! Please note that the printed copy of the money transfer is the proof of thepayment, you will not receive the hard copy of the tax stamp.
